Default Buying an integra..??

Alright, sorry guys and girls for asking, this is probably a stupid question.. I know i could of searched but i figure i can get a straight up answer quickly. So bare with me.

Alright i have a 95 civic and i have been looking into Integras for awhile.. I found a 1997 "so called" GSR for 6800$, when i asked him how the motor ran, he started rambling off into how clean he kept it and how often the fluid was changed. But i caught him saying it was a b18 without VTEC... i was sort of confused because I thought all GSR's were VTEC.. I know some LS's didnt have VTEC, but then again i didnt know for sure. So im asking the pro's, any help is appericated.

Do i not know what im talking about?
Does he not know what he's talking about?
How can I tell for sure if it is...

look at the motor. the engine code is stamped right on the front of the block. for a gs-r look for B18C1 and if it has anything other than that, it's not a gs-r! also, look for the v-tech solenoid on the side of the head.

it should write DOHC VTEC on the valve cover...and just look around the engine you'll see the difference between an Ls and gs-r....
