Default service jumper

I am trying to play with my ignition timing so I went by the honda dealership and they let me talk to the tech. He said that on my 96 prelude there is not a service jumper that needs to be messed with. I came home started messing with the timing and nothing is changing when checked with a light. So my question is : Is there a service jumper? If so, where is the damn thing cause I cant find it? And which pins do jump with a wire or paperclip

behind the radio there is a blue plug(possibly gray) with two wires in it.take a piece of wire and jump the two together.now you will be able to adjust your timing.if i am wrong(my lude is a 93)someone correct this.
