Default Lightweight Power-Steering Pulley HELP!?!?!?

The other day I tried to install a light-weight PS pulley and one of the adjuster bolts is too long and does not allow the pulley to be tightened down very much at all. Is this normal or did the guy send me the wrong pulleys? This pulley-kit came with a bolt and nut so I tried that but that's interfering too (what is that bolt and nut-type thing for?). Any help would be awesome. Thanks

you might have to use a small belt and the original nut and bolts

It has nothing to do with the belt. The pulley lines up with the bolt so I cant tighten the pulley-nut down any more (the pulley cant spin at all). Because the stock pulley is smaller, it doesnt make contact with the adjuster bolt. I already messed up the aftermarket pulley a little bit but it should still work, I just need to figure out how to get it on there without it touching that adjuster bolt.
