I believe the OBD1 GSRs (94-95) respond better to modifications than those OBD2 GSRs (96-01). I love my 96, I think I have a freak motor that was broken in the right way. I ran a 15.102@91.59. A lot of my friends think my car pulls really hard for a stocker. By the way does anyone know what the usual stock time is for a GS-R?
seems like 14.9999 to 15.6 is average. I only say 14.999 because I think I've seen slips that show it has broken 14s stock, but...it's not common by a long shot.

OBD1 GSR's are slightly faster than their OBD2 counterparts.....IF the drivers are exactly the same. There are less emissions restrictions.

Yes they are. Less emissions standards within the motor. The 95 GSR is prime and probably the most dominant out of all years produced. The electronic restrictions that the OBD2 ECU restrains the motor.
Driver doesnt matter. A while back SCC dynoed at 01 GSR putting down 143whp. While import tuner dynoed a 95 GSR which laid down 151whp. All cars bone stock.

the 94-95 GSR's are around 70 pounds lighter than all of the newer ones, so this could explain it. there is really no advantage to OBD1, the fuel tables are completely identical for all usdm gsrs.

the advantage for obd1 compared to obd2 are the less restictions that affect aftermarket parts.

So they dyno'ed two different cars on two different days on two different dyno's (can u follow that
)and u expected the same number

You can't really make a blanket statement about '96 GS-Rs being faster than '01 GS-Rs because a lot of factors come into play. Perhaps the '96 was properly maintained and in better condition, or the driver was better, or it was a "freak," etc. etc.
For the record though, I did have a '96 GS-R and it felt faster than my '98 does. My '98 also pulls on my friend's '01 with the same mods.

I not saying there is a difference, but consider this. 94-01 non vtecs were rated at 142hp. In 96, the rating was reduced to 140. As far as we know, no other changes were made besides the OBD version.
It stands to reason that if the non vtecs were downgraded, why shouldn't the vtecs?
BTW, it's perfectly fine for a car manufacture to give a rating of 170hp even though the average engine only produce 165hp. They can round up.
If it's true that honda were overrated, I think honda had something to gain by keeping the hp at the same level. First, it just sounds better 165 vs 170. Second, and more importantly, it allowed the gsr to remain competitive for a 7 year run.
I don't think the changes were that big as some suggest.
