Painting Side Skirts (Tried Search Already)
Go to Pepboys. They have this brand of spray paint (can't remember brand name but you'll see it) that works great. I don't know what color your car is but say if it is white, they will have like 4 different honda white colors. You kind of just have to try each one to see which one matchs, but once you find the right one, it matchs incredibly well. Make sure to mask off pretty much the entire side of the car you are painting. Overspray is a bitch. Of course it would be better if you took the sideskirts off. Be sure to keep the can about 10-12 inches away from the sideskirts and use nice sweeping motions back and forth. Do not allow it to drip, if you do, you'll have to redo it. Sure this is ghetto but it works, hey if your car is black you could just take the skirts off entirely and cover the holes up with electrical tape. It doesn't look as bad as it sounds.
^ you need to prep them before you paint, the bumpy/grainy texture of the side skirts makes it very hard for the paint to stick, if you do not sand them, the paint will eventually flake off. Check team-integra.net, do a search, they have an article on painting them.
First of all, Go to team integra article and check out your color code. Then head to a store close by and buy:
400 or 600 Grid sand paper
1 Duplicolor can of primer(depend on your color, chose the primer that fit best)
Probably Duplicolor 2 can of paint.
1 Duplicolor Clear coat.
Go home take side skirt off from the car and wash it( make sure to used soap so no grease dirt sand or anything from the road is left). Then sit and sand that mother ****** down(tiring process). Sand until you feel that it all smooth. Tip: you dont need to sand the part that is going to be under the car since it wont be visible. Once it all smooth wash it again. Let it dry then Get ready to Paint(remember not to paint in humid weather or weather that is too cold). Paint slow and allow the paint time to dry(Once again you dont need the paint the part where it going to be under the car but if you want to, be my guess). Once everything is painted, clear coat it(a few layers) then let it dry and your done.

I wouldn't think primer color would matter too much. I would use a lighter color (grey) so it wouldn't take too many coats of silver paint to cover it up.
