B20 Vtec hatch running low 13's ?!?

Friend of mine with a 97 hatch showed me a pic of his new B20/GSR swap, bolt ons, and he claims he is running low 13's. is this really possible for such a setup? Also if he raised the compression with new pistons and rods would it be much faster than that?
