running rich but not?

this ever happen to anyone?
my car seems to be running lean on bottom end and rich on top end smokes gas smoke but when i get to higher rpms, but not at lower rpms. i pulled my plugs they look as if i was running lean but why would it be smoking black then? i dont understand.. anyone ever had this happen?
