Default no vtech and no codes. obd2 motor in obd0 car

Search ended with nothing.

No vtech and no codes. Checked oil level. It's good. Using an obd0 b16 ecu, obd0 injectors, dist., alt. and starter. Only one o2 with the second spliced into the first one. I'm kinda stumped. Any ideas?

yep. acually, there are 4grounds on the motor. all new.

btw. the rev limiter hits at 7500. but it will usually hit at 7k when in safe mode.

checked the vtec solenoid gasket?
hmm..it should throw codes, but it might be the vss as well..
