The problem is bigger non-VTEC cam lobes. What has worked for me is to play with throttle opening. Once I get the throttle where it wants to idle well, I readjust the TPS to 0.49 volts at idle.

On a stock throttle body, you have to remove the TPS retaining bolts. I put the throttle body in a vise using a shop towel to protect it, and use a chisel to turn the bolts. The bolts don't have a normal hexagonal head. I then use my own bolts to hold the TPS to the throttle body. I have a handy supply of aftermarket distributor cap bolts which work perfectly for this purpose. Then, with the engine running, I adjust the throttle stop screw to the point that the engine idles best.
Here is where it gets tricky for the average do-it-yourselfer. I use the Honda PGM-Tester to monitor TPS voltage and adjust it to 0.49 volts and lock it down. I have also used my HondaLogger software on my laptop for the same purpose-it's an added feature of Hondata that costs extra.
