Toda cams (not trying to be redundant!)
I heard that upgrading the fuel system is a propper upgrade to accompany the Toda spec B cam upgrade. To my knowledge a decent setup would be the cams, the upgraded valve train, a set of cam gears, and a reprogrammed ECU... oh, and maybe a VAFC. Is an upgraded fuel system neccessary (if so, what exactly is needed), or does it help in anyway even if its not a necessity?
Toda valve springs
Toda cam gears to withstand the loading on VTEC and not unload the timing belt....
11:1 JDM ITR pistons or milled head plus Mugen or Spoon head gasket
310 cc/min injectors
Japanese style header
ECU reprogramming VAFC or Field VTEC/fuel controller
in that order....reprogramming is the last thing you do after all parts in the combination that works

edit: where do the cams themselves come in? right when i get the valve springs?
