Yes, you will get a CEL if you dont run your 02. You could get a plug or a simulator...or throw in a secondary 02 for it. I believe it's the secondary 02 that you are referring to for your OBD II.
Not running an 02 can bog down your car, run in safe mode(correct me if I'm wrong guys), etc.
EDIT: beat me to it
CEL = check engine light

First, this new cat you have is most likely for a 92-95 Civic (OBD1). That is why there is no O2 sensor bung. Yes, this cat will fit your vehicle still but is the incorrect part for your model. Second, if you chose to use this cat you will get a check engine light. If your O2 sensor is not installed it will not be doing its job. See
your oxygen sensor monitors the fuel mixture so the engine computer can adjust the air/fuel ratio to maintain the lowest possible emissions and best fuel economy. It acts as rich/lean switch signaling the computer these changes. It is important to consider this. Try and get a cat with the hole for your O2 sensor...you will be better off. I don't recommend just clearing the code and ignoring this. It is up to you. GOOD LUCK!
