windshield wipers won't stop!

windshield wipers won't stop!
It started off that the wipers would move up just a little, out of the parked position. now they just go full on and don't stop unless I turn the car off.
checked thusfar...
wiper switch - disconnected the wipers turn off, per service manual replaced switch, no joy...
ICU - swapped with known good, still the same issue, noted that if I disconnect the harness to the icu the wipers work and stop but won't park and don't have intermittent feature.
question, is the park/intermittent feature controlled by a positive switch or ground switch (does ground or power make them work through the wire)?
Any help would be appreciated. There's a lot of posts on this but most just took it to honda to fix.
