cam sprockets ~~ sohc

im talking about non-vtec sohc, why does everyone say retard the sprocket 2-3 degrees and not advance it?
does retarding it help make power on top end or help torque?
i cant get a clear answer anywhere..., i know everyone says put it on the dyno but in general, whats your personal experiment with the settings?

usually retarding the cam ti ming helps top end
and advancing it makes low end torque
