Default High idle, 88 crx dx

I have a 88 crx dx. I have a high idle at 2k. I checked all vaccum hoses and the throttle body area. The throttle cable has the proper tension and the idle adjustment screw is backed all the way out. I also checked the throttle body area and there isn't seem to be a leak when I sprayed some carb cleaner...What can it be? I also have a bad tensioner and the timing belt self adjusts sometimes...can that be it? I also heard that the timing being off a tooth can cause some high idle... Sorry its long, any help is appreciated. Stock d15b2 by the way...

I have learned that a bad cam timing could cause bad idle. I am going to look into that. I can't replace the tensioner withought taking the crank pulley can I...?just wondering...any advice is appreciated

i've been doing some research and people are talking about using a coat hanger to pull up on the tensioner to create tension. I was thinking I might need to know this if I slip the belt off to reposition it and not be able to get the correct tension due to the tensioner being bad...can anybody tell me the step by step procedure in doing this?!
