Default ZC vs JDM D15b....yes again

i know this topic comes up every now and then but so far i still havent got a good answer, well im still driving a stock crx and im still in school so i dont have much money and i wanna do a budget swap, so if you were in my shoes, which engine would you get? I hear that jdm d15b is faster than zc but zc has more potential? besides i also heard zc doesnt pass smog so easily (maybe not true not sure)
so which one would you recommend?
Thanks to all replies and opinions

D15B's are starting to get overrated-Haven't seen one make over 130WHP yet
yeah for the money they're cheap, but they're still 1.5L

The DOHC ZC is 1.6 of course Lots of potential (More Torque)but not much part availability

If you are looking for a cheap swap, the d15b is probably cheaper, since it can use more of your stock parts(like the headers, which will bolt to the zc, but the ports dont line up very well). I put one in my girlfriends car a little while ago, and it makes decent power, although it is not overwhelming. One thing i can say is that it is loud! even with a full stock exhaust, when the vtec hits it is one of the loudest cars i have heard on the street.
