I got one a few weeks ago, I think it was for certain '98 through '00 models, and was for, I believe, the throttle bottle screw adjustment.
Apparently these vehicles have not been passing California emissions testing, this is to do something that will improve emissions. I'll get it done sometime, though it may be a few years from now (if the recall doesn't expire).
Also, why would the Department of Motor Vehicles be sending out recall notices? Honda sends out it's own recall notices...

OK. Yes, I received a notice from Honda, here is the text:
"March 2004
Product Update: Throttle Body Air Bleed Screw
Dear Accord Owner:
This notice is sent to you in accordance with the requirements of the Environmental Protection Agency (EPA) and the California Air Resources Board (CARB).
What is the reason for this notice?
Honda Motor Co. Ltd has found that certain 1998-99 Accords do not meet state and federal emissions regulations. During some driving conditions, your vehicle may emit a level of emissions above standards set by the EPA and CARB.
What should you do?
Call any authorized Honda dealer, and make an appointment to have your vehicle updated. The dealer will adjust the air bleed screw on your vehicle’s throttle body. This work will be done free of charge. Please plan to leave your vehicle for half a day to allow the dealer flexibility in scheduling.
California residents - After doing the repair, your dealer will give you a Proof of Correction certificate. Keep this certificate for your records as proof that the product update was completed. Submit this certificate to the DMV only if they request it.
What to do if you feel this notice is in error.

I've not had the repair done, though I'll probably do it at some point. I don't live in California (I live in Illinois), and don't have required emmissions testing.
And it must be a voluntary one and not a recall, I don't see the word "recall" anywhere in the letter.

Most recalls or 'product updates' expire in 5 years unless it is a safety issue such as a seat belt recall. Go immediately and get it done, procrastinator. While you're there, have them run the VIN to see if there are other recalls that need to be done. As I recall, there's also an ignition recall for 98-01 Accords and 99-01 Odysseys (the problem is corrected in 02) that makes the car randomly stall out with no provocation or hint that it is going to stall.
Go and get it done. Yes we all know you're busy with work or school or tv or whatever it is you are doing but the sooner the better.

Looks like they got the bugs worked out by 02, that recall was because of a bad batch of water pumps. Too bad that was the last year for that body.
My '99 has only been the subject of one recall (the ignition switch), and now this product update (the throttle body air bleed screw), as far as I know.
Just want to double-check, if I have this throttle body air bleed screw adjusted, I won't notice any difference in performance or gas mileage, right?
