Not the same. I will try (due to my poor english) to explain you.
In US cars when you switch lights on the sidemarkers are on too. Sometimes (exemple civic 1992-1995) front sidemarkers share the same lamp as turn direction markers, using a double 5W/25W bulb. The 5W is used as side marker and 25W as turn direction marker.
In european passenger cars there is no side markers (with very very little exceptions as Volvo cars). The turn direction marker only blinks when you switch it. It doesn't rest on all the time with main lights on.

Yeah, it sucks the US spec 'ludes weren't made like this. It's more of a safety concern than an actual cosmetic accessory on your car when you have proper side blinkers.
