The clearcoat on the top of both front fenders is breaking down and the paint on the hood looks very oxidized. Resr of the car's paint is fine. Is this common?

 

well you have to consider the car is about 14 years old. and also is the car garage all its life or does it sit in the sun, and other elements get to it? its pretty common for a 14 year old car and if its outside in harsh elements.
