Default Clutch Not engaging (SEARCHED)

I have a 88 civic which I did a b16 swap in. When I had the motor out I noticed it could use a new clutch, so being on a budget I opted to get only the throwout bearing and the clutch disk(from what I could tell the pressure plate was in ok condition). The swap went pretty good, the motor runs but the clutch cable was extremely tight. It was really hard to get the cable on the arm. I had to hold the arm up while my buddy slid the cable in place. I had the linkage welded up so I could hit every gear. So I fired it up and tryed putting it in gear (with the clutch in) and it made a crazy whining noise in every gear. I depress the clutch (let up on it) and I can feel it to start grabbing at the very top of the pedal travel. When I let the pedal out all the way it feels like the clutch is still in half way. It grabs but not all the way.

Has anyone experienced that before?

Here is some more info point form (everything I can remember right now):

-Jdm B16 ???, ??? Kms
-New clutch disc, New throw out bearings
-Using old pressure plate
-Wire wheeled the stock flywheel
-Clutch cable hard to attach to clutch arm
-Filled With tranny fluid
-Whine when clutch pedal is fully pressed down to the floor
-When Depressed it doesn't grab all the way

Any help is absolutely appreciated. And I did search but didn't find a problem like this.
