Vortech Blow off valve stuck open!! HELP!

Vortech Blow off valve stuck open!! HELP!
Just like title says. My vortech blow off valve is stuck open, it looks like theres a bunch of sludge in it thats making it stick. Can I open this up and clean it or do I need to pay for a rebuild. It's stuck open even when the car is not running.
