do you have a tuning device (VAFC, vtec controller)? If so you can set the engagement point at a lower rpm and feel it kick in, but if you are just using a virgin p28 the sohc vtec is just to weak to feel it kick it.

First of all, 5800 RPM is not the RPM activation RPM for the P28 ECU.

Yes, you can get a VTEC controller to switch the activation point, that is one feature of the VAFC.

Finding the optimal VTEC engagement point is not as easy as guess work, and changing it to what you think it should be. Every car is different and it needs to go on a dyno and have a tuner play with the engagement point.

Research, it sounds like you have a lot to learn.

Listen for it at full throttle at 4800 RPM (if you are using the proper P28 D16Z6 ECU). It is difficult to hear if you have a stock intake system.

You should be able to tell the difference in power with VTEC vs. without. The car will lag and the torque curve will feel as if it is dropping off significantly at high RPM (5000-7200) if it is not engaging. The torque curve should feel linear up to about 6600 RPM if VTEC is working properly.

Your car is tunred wrong then and you are losing power prior to the engagement point.

He has a D-series engine, not a B16A. The D-series VTEC engagement isn't nearly as pronounced as with a B16A and is easy to miss - especially if he is using a stock airbox.
