99-00 bumpers will only work on a 2000, you could make another one fit with modification by WHY? Just find a 99-00 civic bumper and you will be fine. Just find someone with a bodykit and see if they have their stock bumper, then offer them a few bucks and you will get it cheap.

I believe the rear bumper will fit for all of 96-00. But the front bumper is whole nother story. For the 96-98 you would need 96-98 front fenders, front bumper, headlights, and hood. And so forth for the 99-00. Hope that anwsers your questions. Sideskirts are pretty much the same (in case you wanted to know).
