timing belt technique

ok my mechanic ( a retired nsx certified mechanic) wants to do this technique on my new timing belt, He wants to do a reverse stretch on it and warm it up then put it in a freezer to make it shrink and then put it on. He says it will be harder to put on but once he balances the timing out ill gain significant power. What do you guys think?
I don't really see how tightening the timing belt will give you any significant gains in anything. That's like saying an aftermarket oil cap increases oil pressure
