Question about oil leaking near engine.

Is it normal for the oil to leak where the red circle is?
If it's not, what is wrong with it and why is it leaking there?

head gasket but alot of them leak from there

I'm betting it's the cam seal. Change that and see if it changes.

most likely, 'is there any oil ABOVE that red circle?

It is most likley the cam seal. Make sure when you get the new one it is the plastic one and not rubber. It will also help to use some hondabond around the new seal. I just replaced mine a few weeks ago and it is still bone dry. before hand I sprayed the area with some simple green and cleaned it up just to see where the oil was coming from after a few days it was obvious.
