Make one, cut off the ends of your catalytic converter but keep the flanges. Weld a pipe connecting the flanges.

You could go to your local muffler shop or go to http://www.kteller.com he makes test pipes.

Im not quite sure about that, I went to a few muffler shops in my day and they wouldnt install a testpipe for me, so I highly doubt they would make them for you

Whether they will or not is highly dependent upon how willing the customer is to slip them twenty bucks.

J's racing makes one, it's like 100 bucks for mild steel and like 150 for stainless. Where can you find them? Well you can find them right here: http://www.racelinedevelopment.com

In california most muffler shops don't even want to touch a car with a Test Pipe on it. I tried buy a flange once and they got all worried I was trying to build a test pipe myself and just told me I can't buy those parts... BTW, I wanted the flange to remove the Type-R bottleneck point... not for a test pipe.
