Default 96 DX - fender damage - allignment - bald spots on tires

Last night I was driving home from a Warriors game and there was some bottleneck in the fast lane. I was going about 70 and there was another car about 15 car lengths ahead of me. All of a sudden he slamms on his brakes and tries to merge one lane to the right. He isnt able to get his whole car into the lane. I have to slamm on my brakes to avoid him and the lock up. I skid for about 70 feet and am able to slow down to about 15. While the brakes are still locked up I brush the inside of a cement guard rail but avoid any contact with any other cars. I am able to drive away from the accident but I was unable to get the guy's licence number. I get off the freeway to chech the damage and there is about a 6 inch circle of scrapes on the front bumper, a 1 inch or smaller scrape on the driver's side front fender, and the tires also locked up and I think some of them are bald spotted. The left front tire also scraped the guard rail. Driving on the way home sucked. The car would vibrate anywhere over 70. I don't know whether it was the bald spots, the alignment, or something else. Can I get some advice.
