The VSS is probably dirty. Clean it and your SPEEDOMETER will probably work right.

I seriously had this problem when i bought my car like last year and i thought it wasnt gunna be a problem but oh **** it was, b/c everytime my speedo didnt move the mileage would not move either, so i just bought a jankyard cluster for $35 swapped the speedo cluster into my old guages cuz i bought a cx cluster (no tach) and it works great not never had a problem. ps dont get a new speedo piece from honda that piece alone cost 275!!!! call a junkyard and ask if they had a 92-95 civic cluster and just swap out the speedo gauge. hope this helps ps i even bought a brand new VSS (vehicle speed sencor) and installed it and same god damn problem.
