sorry man that wont fix a thing, his needle is still going to fluctuate, I think I recall that some people had issues with their distributors causing the needle to bounce around

My friend in town had the same speedo issue.
He went down to the local ricer shop and they charge him $70 to fix it... ($60 in time, $10 for the part)
His problem was the 3 Pin connector that plugs into the VSS was corroded, particularly the positive wire.
They replaced the 3 Pin connector, and his now works flawlessly...
This -could- be the fix for others!
I've toyed with my plug, cleaned it and whatnot even thought it appears fine.
I still have yet to replace it.. i might try this!
Anyone know how to put the new 3P connector on? & where to find the connector? part #?
