Jdm bumper support?

Jdm bumper support?
Does anyone know how this piece attaches to the front end? I looked everwhere on the rad support and it doesnt line up with anything. Does this piece attach to the JDM rebar(which i dont have since i have a mugen bumper)?

Considering i dont have jdm rebar, ill sell mine to you if i cant return it 
One more thing, will JDM rebar fit under the bumper? I heard it didnt fit

So rebar wont fit under the mugen bumper? i tried clipping the bumper support into the mugen bumper and it only seems like it is for the oem bumper since the clips portude out from the headlights instead of hidden. So im SOL there with the bumper support.
How does the actual mugen bumper fit, is there a bracket? Other than the top three screws, and two on each fender.
