Default Internal wastegate question

Okay i got an internal wastegate for my 14b/td05 turbo and i put it on the turbo put i noticed that the flapper on the inside of the turbo was still open slightly, i can't see that as being correct. Will it close up when a vaccum line is attached to it or what i will get pics up soon

yes you could weld it together, but in all seriousness, do you want to risk overboosting due to a failed wastegate arm... don't risk your engine man.. thats my .02

well i think i firgured it out, i mounted the wastegate with the two bolts at the tope, i took those out and between the wastegate and the turbo i put a nut and then screwed the wastegate in and it closes now could that have been my problem i was missing a piece?
