Tein isn't the be all end all of coilover setups. I have the Tein SS, and I like them, but there is a lot you can do for less money. On a budget ($700 or less), I would get Koni Yellow shocks and Ground Control custom spring rate coilover sleeves. If you wanted to go cheaper, I would suggest GC custom rates with either KYB AGX or just roll stock shocks until you can afford the Konis.
