Could you be more vague please? The question justs has an answer that is way to specific. You need to broaden your approach.
Usually you take the car to get tested like RJ. here, and then you pass or fail.

Most states are going to this with OBD-2 cars.
The ECU will throw a code long before the car fails a sniffer test.
Probably wont happen in Va, now that all the emissions shops have 2 wheel dynos for testing.

I don't believe my Mugen ECU will throw any stinking codes.

Well if an emissions inspector were to plug his OBD-2 Scanner into your ECU and could not even communicate with it, i suspect you'd fail.
My dad told me there will be code scans for OBD-2 cars in the near future, but the dynos/sniffers arent likely to go away. So dont sell your stock ECU

No, that's the beauty of plug an play (actually I even have a spare stock ECU).
On a lark/bet I tried passing VA emissions a couple years ago with a mugen ECU, only missed on one of the NOx readings with everything else passing.

Mine threw a MAP sensor code last year, but other than that, has never thrown a code.

IN NV, IF THE SMOG MACHINE CANNOT CONNECT TO THE CAR, THE CAR FAILS. IF THE CHECK ENGINE LIGHT IS ON IT ALSO FAILS, AND IF THE MONITERS (CAT., O2 SENSOR HEATER, EGR SYSTEM, ETC.) ARE NOT SET THEN IS ALSO FAILS. MY CAR WON'T PASS TAILPIPE DUE TO THE NATURE OF THE MODIFICATIONS, BUT IT PASSES OBD-II NO PROBLEM.

thats as long as they do ecu scan.. you can pass with hondata if your area doesn't do ecu scan

I just had my Inspection done...and the place didn't even do Emissions on mine(Here in Charlotte N.C--Mecklenburg/Union County) I thought we had to do Emssions now,...but the guy was like only on 95 and below???
I've never normally had to worry about that coming From Fayetteville NC(pass w/ a open header
)...but I guess I don't have to worry here either.

Here in California, in the "enhanced" areas, OBD2 scan is mandatory. It's a pain in the *** when the car fails the scan, not because of a trouble code, but because the readiness tests are not complete.

on the illinois test sheet you get in the mail. it states: starting jan. 1st 2004 if you pass a visual bulb check(check engine light) then they go to the next step, they hook it up to the obd2 plug. if you get no data, you fail.
when they plug it in they are not just checking for codes, they are also checking the values of the sensors, to make sure they are doing there job. the system is called "hex mode 6". this is why you have a car that passes, and has to go back and retest in 6 months compaired to the normal 2 years because the car car might have a border line cat. system, or a small leak detected in the evap sys. but not a big enough leak to throw a code.
but as for a chipped p28 or a system like the aem ems, on a obd2 car, you fail on the spot. this is why i registered my car as a show car, and i get exempted
