Default VTEC problem

pr3 ecu. vtec will engage then disengage repeatedly after initial engagement point.
checked continuity, thats fine. checked voltage, it engages at 10v then drops to 5v or 6v then rises to 9v then drops to 5v or 6v. it does this intermitntly. pressure switch is good solinoid is good. wiring is good. i have hondata the 2nn and the old pr3 ecu. thats all i have checked so far. any help would be great. i have heard of the pr3 going out. but i dont know what happens when it does. please help if you know.
