Default oil burning/rebuild questions

I've posted on preludeonline, but just for more opinions, i'm reposting here:

Hey... after a whole long ordeal with putting on a JRSC, having an oild sending problem and snapping the Tbelt, replacing the head... the car is back in one piece... but in bad shape.

As my suspicions were correct, the previous owner either beat the hell out of the car, or failed to break it in properly, it was partially my own fault for being naive, but the car was burning 1qt every 1000 miles or so in the summer (synthetic 5w30). But of course, being the kind of person I am, I took out some personal time and installed the JRSC anyways. And knowing my luck, had oil sending problems etc that caused the timing belt to snap.

Timing belt replaced and oil sending problems fixed, the JRSC is still on the car, but now I blow blue smoke every time i rev past ~2k its definately motor oil, I can smell it. Further more, when i remove the hose to the PCV valve while the car is running, theres a fair amount of white smoke, same goes for when i remove the hose connecting my CAI and Valve cover (where people usually put in a breather... this is all blow by i assume?)... I will post video about this on thursday (when i go back to the shop again). Furthermore, I am getting a weird knocking sound from the used head that i purchased, it has 10k miles on it, pressure and water tested (buyer has people to vouche for him) and SS valves. The valves were adjusted by the shop that did the head swap (after a lot of work removing the top portion of the SC again), and the shop is telling me that the valve seals are leaking, the seller is telling me the seals were fine while on his car, and H-T is telling me that theres a good chance its the rings... i have no idea what to go with...

Other than flaming on me for being "bad" with making sure my car was ready to be SC'd, I'm thinking its time to have the bottom end rebuilt, or basically, new rings, possibly sleeves etc. What is my smartest way to go about this? I'm most definately running FI (6psi, but I plan for 9psi if i build the motor correctly). I honestly dont have much money to spend, I just need to get rid of this oil burning problem, and pinpoint if its my rings or my valve seals that are bad. Heres my questions for whoever can help me....

What are symptoms of bad rings, and how are they different from bad valve seals?

Should I be able to see the blow by from my pcv valve during idle?

Should i assume i have both bad rings AND bad valve seals? (considering i was burning 1qt per 1000mi before the SC and the snapped belt)

How much should i be expecting to spend on a ring job? (guestimate)

Should i be getting resleeved at the same time? how much will THAT cost? (guestimate)

What else should i get done while I get my rings done?
