can you strip paint from CF hood
I'm not a gel coat expert, but I've talked with a few friends about it who have played with that type of thing.
The best of my understanding is this:
You can sand or wet sand the paint off, but you'll get down into the top clear/gel coat. Once all the paint is off (as long as you didn't get down into the fibers) then you should be able to shoot it with a nice clear and have a nice looking hood again.

Try finding a bodyshop that can do that without screwing it up and then backing it up with a warrenty - I highly doubt you will. Most of the time bodyshops won't even accept that kind of intensive labour in the first place. It also may be cheaper just to get a new hood.
Best of luck to you tho!
