Default Rust.......nnoooooo!!!

I have noticed that there is a little bit of rust on my rear drivers side fender, right above the wheel,
Its not really rust yet, its just about a square inch of tiny rust bubbles,
Since i live in minnesota, in about a year this will be a very major problem if i dont do anything about it.
Is the only way to get rid of rust, to sand it off then bondo it and paint it again?
or is there something else i can do? Is there a way to neutralize it?
please help me keep my car looking clean

if you dont care about the color at the moment, heres what you do:

sand as much off as possible with a little of the surounding paint. Then hit it with zinc etch primer. Thats all you need to do.

I've been thinking about fixing it the way it was fixed in this write up, but get it painted professionally instead of using a rattle can. It would save a hell of a lot of money, and it actually turned out pretty good.

P.S. my car came from minnesota...damn minnesotan cars and their rust
