Please help this noob out; I am very stuck

Hey everyone; I got a question that I could not find by searching.
Basically I have a b16a2 with a slight idle issue.
I think it maybe the coolant for I have bled it not too long ago before the slight bogging in idle at times.
When I run my car the radiator fan does NOT kick in, I first thought it was because it is cool weather but my lower radiator hose is pretty cold so I think it's my themostat.
My question is, will a faulty themostat be the cause for air to not bubble out of the coolant?
When I run the car with the radiator cap off coolant just spills out, but I never get any bubbles.
