someone PLEASE explain the OBD's for me
Basically,
OBD=On board diagnostics.
88-91 OBD0
92-95 OBD1
96-up OBD2
Each generation is a change in the things the computer looks at, wiring, o2 sensors and such. The newer you get, the more emissions resrictions there are. This is a basic summary.

no, no no. Your car can still pass with it being OBD0. I like it better to be OBD0 in my state because they are the easiest ones to pass emissions. OBD1 even. I would not want a OBD2 car right now in my state because the emission rules for them are so strict.

Lot of people don't know why. They just see the red square and a number higher than 1 and know they need to shell out 200 dollars..

it passed in CA, but in NV it doesn't??? i know that in CA. it's tested under load. i.e. on a dyno; but in NV, it's just spinning free in neutral... FWIW, when he revved it up (4500-5500) it was fine, but under the test parameters (2200-2800) it wasn't burning very well... maybe i'm just running too rich...?
