Default fuel pressure problems

I have a 1990 civic si with a b16a swap and it has a hard time idling. If I let it die, I can not start it back up for like ten minuits because there is no fuel pressure. I have a fuel pressure guage after the fuel filter. I have checked my fuses and am now stumped. I think that it might be my relay but I don't really know where it is. Thanks for your time.

Sounds like your pump may be crapping out on you, it could be the main relay but those wont usually cause an idle problem due to fuel pressure.
