99 gsr windsheild wiper problem?????

99 gsr windsheild wiper problem?????

When I turn it on to int it gose 3/4 of the way up and stops then it gose up and comes down but stops 3/4 of the way down.

Anyone had this problem?

Anyone know how to fix it?

And when you turn to fastest setting it goes all the way up the
window? Weird.
