Default OBD1 conversion problems need smart help?

I have a 91 crx si with a b16a sir

I have almost converted to 0bd1 with a new td44u, 4 wire o2, hondata s200 in a p28 and a conversion harness. and kept the si injectors

I have the car running but badly it is giving a #9cyp and #16 injectors codes.

I have checked

the resistance in the injectectors good 2 ohms

the voltage at connectors 12.8

the injector wires at ecu are all good

the resistance of distributor cyp is 349.3-353.5 (when a little cold out at different times) at all connectors to ecu

the resistance of tdc is 378.00 ecu

the ckp is 378.00 also at ecu

no continuity to grond

everything is pinned correctly

have spark, fuel and drive at injectors

and tried an old engine harness same codes

I have run out of things to check

Could the td44 not be compatible for the obd1 distributor. Is their another distrubutor I could try?

Any Ideas or things to check please help

Thanks,
Jack
