The GC guy told me civic/crx springs should be less than 200, something like 16x, whereas the 200 is for the EG series of civics.

Can anyone verify?

You're right, guess i was freaking out about it.

But, the guy i'm buying these coilovers from has springs which are 200.64.spring rate. He says that so long as you have the right shock meant for civic/crx, that it'll still work fine, is that true?

8" springs will work fine, it just wont allow you to go as low as say a 7" or 6" spring would, but why would you WANT to go that low. 8" is fine in terms of fitment. the 64mm/2.5" diameter is also the correct spec too.

I have run 8", 7", and 6" both front and back on GC sleeves and I never ran out of room with the 8" (meaning they were able to go lower than I wanted them to). And this is with a 500# spring that will compress less than the rates you are using.
