There is no way you will pass with the Mugen twinloop! Tell you what-I will do you a great personal favor: I will trade you my stock ITR muffler straight across for your no good smog failing Mugen muffler. I know it's a sacrifice, but I am willing to do it in the name of helping out a fellow H-T member.
The preceding announcement was a joke-as long as all else is o.k. with your car, it will pass, no problem. To put it another way-if the car fails with the Mugen piece, it will fail with the stock ITR muffler.

I'd never thought Id say this, but when it comes to emission laws, Norway rules. My local honda dealer recommended installing a resonated testpipe for added power.

jdm 4-1 has an inner baffle that actually makes the ID closer to 2.3 or something like that.....if anything i'd blame the carsound cat for the failed emissions rather than the exhaust manifold....since most aftermarket exhausts are 60mm anyways

Yes, but when it comes to buying new cars, Norway must be the worst (first world) country in the world.
I visited there two years ago and I don't think I have seen as many clapped out Ford Mk2 Escorts or Cortinas since the seventies.
In California, an exhaust is not a CARB item (CARB regulations only go as far as the cat) so you should be fine.

I just passed smog (visual and test) with JDM 4-1 header w/heatshields and an OEM cat modified with 2.5" inlet. I had failed the test before with the used Carsound I had. With the heatsheilds, they won't know the difference. This was in my 96 GS-R though. I even left my timing at 18 deg BTDC. Just make sure to get the cat hot. The smog tech ran my car to 50mph, before he tested it. He told me "we're not suppose to do that", but he was cool and wanted to help me pass.

before i had to smog, i had to get the car inspected by chp(don't ask me why). i was kinda nervous because of my mods. the chp officer checked everything out, signed my paper work and let me go. he told me everything on my car had a carb# so i was cool, but he told me that the only mod i had that was illegal was the f.p.r.(aem or not). he said that any mod to your fuel system is illegal. he didn't sweat me for it though. he was a cool guy for an officer. after the inspection, he told me to go smog the car. i got it smogged and it passed with no problem(s) whatsoever.
basically visual was done by the chp officer.

i would never ask an officer, are you nuts? lol ask a mechanic that would have known instead! There's a couple of places that could get you a fake visial inspection im pretty sure of that
