Default does running rich clog a cat?

basically i want to be sure my cat is clogged before buying a new one. i had skunk stage 1's install in november and it lagged like hell @ VTEC(4400 rpm) and i lil bit here and there on the non-vtec lobs. im guessing the lag is due to running rich. a month or so after the install and hitting vtec quite a few times,i got these symptoms:
lower gas mileage
significant torque/power loss Everywhere, especially lower end
tone of exhaust deepens AND gets louder around 2500 and up.

so, clogged cat from from running rich or what??
feel free to speculate

running rich will kill your cat. not sure if it will clog it though.

An improperly tuned car will jack up the catalytic converter for sure. Carbon can coat the catalyst material.
