Default Code 41 for oxygen sensor, Limp mode?

will this CEL code 41 throw a car into limp mode, maybe causing a lower rev limiter?

Yup You're fine, you'll have that CEL but just get your oxygen sensor problem fixed and you'll be set... Your car runs in limp mode if something important goes out like your distributor sensors (CKP, CYP, TDC), running your no ECU with no ROM or a bad ROM, etc... You'll know it when you do as your car probably won't rev much above ~3500rpm...

it seems to be cutting out at about 7-7500 like a rev limiter. and thats the only CEL we get. gonna change the plugs and mess with the fuel a bit
