Default Possible WARPED BLOCK on a b20/vtec ... need options... please read motor experts!!

Ok... heres what my engine is right now, and the setup:

HASport gen 1 mount kit
B20B engine block with B16A head and PR3 ECU
New ARP head bolts
New OEM Honda Headgasket
JE 9.0:1 pistons and piston rings
Eagle ESP rods (with ARP rod bolts)
All new bearings
Knife-edged and micro-polished crank
New timing belt and VTEC waterpump
Custom catback exhaust
Single core 3x thick 92-95 civic style radiator

Ok... heres the problem... there is a problem with a milky residue on the oil cap, and green tinged oil ... which is asure sign of a headgasket, however, my mechanic who i just brought it to is thinking it could be a warped block. Hes going to test it, and then let me know.

Here is my question:

If the block is warped.... what other options do I have that range in the $0-2000 CDN area and still provide me with a good setup.

I know of some already, but i want your guys opinions.

Thanx and much appreciated!!

maybe the head is warped...?

resurface the head and block (after checking for warpage obviously!)

also check the ARP studs are all the way into the block...
