FYI: NHRA has just released the 2004 NHRA Sport Compact Rule Book

I would assume that a printed version will be in the mail soon to those that apply.
It also appears that at the moment the old link to the '04 rule revisions is currently not showing the rule changes. Hopefully they will fix that soon.
