2000 Civic Si with new wires???
My friend got new spark plugs and wires...he said it bogs when he tries to dip in it. Does he need to retard timing or any thing of this sort to make it run normal again...?

You shouldnt have to mess with the timing at all. Just make sure that he gapped the plugs correctly and make sure that the wires are on the right plugs and snapped on tightly.
