Have to apply gas to start car when its cold out, any suggestions?

Default Have to apply gas to start car when its cold out, any suggestions?

When its around zero degrees out my car will start but run for a second and die as if its running off of fumes (When its around 15 degrees or so it'll start fine on its own) it'll continue to do this untill I apply a little bit of gas and then it fires right up. What I've done lately is prime the fuel pump, push the accelarator a little, then crank it and it starts up fine but I'm worried I might have low fuel pressure. My tank is holding pressure fine because I can hear it escape when I take the gas cap off. Any ideas would be helpful. TIA

The Car; 1990 civic std, 155K. MPFI swap performed in may and a used gas tank installed last Feb. otherwise I just installed a new fuel filter and it has newer ignition parts. It also has a gutted cat and the timing is set to stock.
