CEL STAYS LIT ONCE CAR IS TURNED TO ACC

Whenever I plug in this P28 and turn the key to ACC the CEL stays lit (not even jumping the service cable)...I'm not throwing any codes because when I try my p13 I dont throw any codes...is the ECU bad?

If it goes away when you start the car, its normal -> bulb check

it actually stays on even after you start your car
